Minutes of 7th GIPAIF CONFERENCE
The two days 7th Conference of General Insurance Pensioners All India Federation held on 1st & 2 nd December'24 was a thriving event. From 1st day to last day delegates deliberated on each and every agenda very seriously.
There was no scope for delegates and observers to find any lacuna on the part of host Jaipur unit of GIPA NZ.
Best accomodation, food and wonderful hospitality extended by the Committee Members of Jaipur unit led by none other than Mr Shyam Mathur, General Secretary , GIPA NZ & Deputy General Secretary, GIPAIF.
Of course after all it was the flaw less team work. I feel Mr Vijay Sharma, a senior union leader supported in a great way to Mr Shyam Mathur. Thanks to every one who worked tirelessly for the 7 th Conference a most memorable event.
Total 102 delegates and Observers were present in the Conference.
7 th Conference was inaugurated by Smt Madhumita Jena, present CE in GIPSA. Before starting of the Conference the name of the auditoriam was declared in the name of the greatest leader Late Com Umed Singh. Dias name was declared as Late Com Kaka Samant, Founder of the All India Federation and most respected and loveable leader amongst General Insurance Pensioners.
Chief Guest and all office bearers and delegates and observers paid floral tributes to these two icon leaders.
Conference started with Shri R S Tuteja, sr Vice President on the Chair. He welcomed the Chief Guest and all delegates for coming to Jaipur to attend 7 th Conference of GIPAIF.
There after Mr U. Banerjee General Secretary also welcomed the Chief Guest and delegates.
He conveyed that printed copies of General Secretary's Report are already given to all delegates along with folder.
He requested all to read the report as lot of information were printed and there after requested Chief Guest to play more pro active role on the urgent need to enhance the basic pension from 15% to 30% for all Family Pensioners.
He said DFS is not serious and kept it pending for more than five years.
There are many long pending issues like revision in basic pension, pension option to left out TAC employees and also extending Pension to LPA retirees, SVRS 2004 notional benefit of five years service (till date it is not considered but GIPAIF still pursuing) and many other issues like GMP premium to pay in instalments and better medical facilities etc.
Smt Madhumita Jena explained about GIPSA's role and informed DFS is seriously trying to see Increase in FPS to 30% will be cleared at the time of settlement of Charter Of Demands.
There were 25 delegates who spoke on General Secretary's report. 20 resolutions were placed but as there were some lacunas found in some of the resolutions, a Sub Committee was formed to frame the wordings properly and submit the same within a month. Preparing of Chartered of Demands for Pensioners was in progress by the Sub Committee. It was decided to complete the by end of January, '25.
About our future program, it was decided to start sending memorandum through pensioners mail id to PM, FM and Secretary, DFS. Draft of memorandum will be sent shortly.
Memorandum should be sent latest by 17 th December which happens to be International Pensioners Day.
Be prepared for more tougher fight to achieve our long pending issues. If no favourable actions are not taken by Govt. then we have to start center wise Dharna and last at Jantar Mantar, New Delhi. We are going to appeal to Jt. Forum for their participation in our Dharna program.

Rate of affiliation fee per year per member shall be Rs 20/ instead of Rs 15/ and accordingly ammendment in the Constitution has been passed in the Conference.
As per decision taken in the Conference every member has to send memorandum to PMO and Finance Minister on 17 th December. Draft of the memorandum and mail ids will be sent shortly. Copy of the mail to be forwarded to respective Zonal / Unit Sect.
Please take it seriously and implement the same whole heartedly. It's just beginning, be ready for a long struggle.
